  THE REMAINING OF NEW TAXIWAYS CONSTRUCTION AND OPENING OF NEW TAXIWAYSAT MAE FAH LUANG-CHIANG RAI INTERNATIONAL AIRPORT (VTCT)

1  INTRODUCTION

This section supplements the following portion(s) of the AIP: AD

1  With effect from 28 November 2024 at 0000 UTC to 31 December 2025 at 2259 UTC, the purpose of this AIP Supplement is to inform all concerned of the remaining of the airport upgrading programme and the opening of new taxiways at Mae Fah Luang - Chiang Rai International Airport.

A new parallel taxiway and other linking taxiways have been established at Mae Fah Luang-Chiang Rai International Airport. The remaining of the upgrading programme there is the surface maintenance of existing taxiways, apron taxilane, and the construction of extended apron.

2  THE REMAINING OF THE UPGRADING PROGRAMME

2  The work schedule pertains to the surface maintenance of existing taxiways, apron taxilane, and the construction of extended apron remained as follows:

3  CLOSURE OF MOVEMENT AREA

3.1  Runway 03/21 will be closed due to the airport upgrading programme; daily period closure is 1501 - 2259 UTC starting from 28 November 2024 to 30 April 2025. Therefore, Mae Fah Luang-Chiang Rai International Airport cannot be used as an alternate aerodrome for any flights operating during those periods.

3.2  The Runway 03/21 closure program may be revised in the event of forecast or actual adverse weather conditions or other extenuating circumstances.

3.3  Turn pad at the end of Runway 03 has terminated this area. (See Appendix C)

3.4  Taxiway C portion of leading to Taxiway B will be closed and identified with orange barriers and closed marking, the barricades will be lighted by omni-directional fixed red lights at night and during limited visibility conditions. The period of closure is from 24 March 2024 at 2300 UTC to 31 December 2025 at 2259 UTC.

3.5  Taxiway E and F will be closed for construction.

3.5.1  The construction activity will proceed behind aircraft stands number 1, 2, 3, 4 and 5. The construction area will be identified with orange barriers, the barricades will be lighted by omni-directional fixed red lights at night and during limited visibility conditions.

3.5.2  The barriers behind aircraft stands number 1, 2, 3, 4 and 5 and its lighting will be available during the construction.

3.6  This AIP Supplement and relevant charts will be applicable during the opening of new taxiways and the whole period pertaining to the surface maintenance of existing taxiways, apron taxilane, and the construction of extended apron.

3.7  Any revision to the closure program will be promulgated by NOTAM.

4  OPENING OF A NEW PARALLEL TAXIWAY AND OTHER LINKING TAXIWAYS

4.1  The use of a new parallel taxiway and other linking taxiways had been approved by The Civil Aviation Authority of Thailand. Details are as below:

4.2  A new parallel taxiway (Taxiway P) and other linking taxiways (Taxiway B and C), including Taxiway D have been officially opened since 29 March 2024 at 2300 UTC.

4.3  Taxiway A has been officially opened since 16 October 2024 at 2300 UTC.

4.4  The new Taxiways Data:

4.4.1  Taxiway width, surface and strength

4.4.1.1  Taxiway A: 27.5 M, Concrete surface, PCR 1500/R/D/W/T

4.4.1.2  Taxiway B: 30 M, Concrete surface, PCR 1500/R/D/W/T

4.4.1.3  Taxiway C: 35 M, Concrete surface, PCR 1500/R/D/W/T

4.4.1.4  Taxiway D: 23 M, Concrete surface, PCR 1500/R/D/W/T

4.4.1.5  Taxiway P: 23 M, Concrete surface, PCR 1500/R/D/W/T

4.5  The new surface markings:

4.5.1  Taxiway centerline are painted in yellow.

4.5.2  Taxiing guidance signs are provided at all intersections with TWY and RWY and at all holding positions.

4.5.3  Intermediate holding positions are provided on Taxiway P (At the intersections with Taxiway A, B and C) and on Taxiway B (At the intersections with Taxiway P).

4.5.4  The use of Intermediate holding position on TWY B is allowed only for aircraft size up to Code Letter D.

4.6  The new Stop bar Lights are installed at Taxiways A, B, and C. It is controlled individually by ATC.

4.7  The new Runway Guard Lights are installed on either side of Taxiways A, B, and C at 90 M off the runway centerline.

4.8  The relevant charts:

4.8.1  The new aerodrome chart, see Appendix B.

4.8.2  The new aerodrome ground movement chart, see Appendix C.

4.8.3  The new aircraft parking/docking chart, see Appendix D.

4.8.4  All charts will remain current until its contents have been incorporated in AIP Thailand.

5  PRECAUTIONS

5.1  All aircraft operators operating during these periods shall strictly comply with the local procedures and instructions of air traffic control unit.

5.2  All construction equipment will be kept clear when runway 03/21 is operational.

5.3  Any additional/ad hoc conditions that might arise during this period are subject to the discretion of AOT.

5.4  A former Taxiway A and Taxiway B are renamed as Taxiway E and F in respective order.

5.5  All aircraft shall caution and comply with the following procedures:

5.5.1  The capacity of aircraft parking stands number 2 and 3 are up to aircraft code letter D with a maximum wingspan of 40 meters.

5.5.2  Pushback and Start-up Procedures

5.5.2.1  The aircraft parking at stand number 1 shall be pushed back on the yellow guideline to face south until its nose-wheel is in a safe position for taxi-out via taxiway D.

5.5.2.2  The aircraft parking at stand number 2, 3, 4, 5, 6, and 7 shall be pushed back on the yellow guideline to face north until its nose-wheel is in a safe position on the taxilane.

5.5.2.3  The aircraft parking at stand number 1, 2, 3, 4, and 5 are not allowed to start-up engines on a stand.

5.5.3  In case of towing the aircraft to the other stands, the directions of towing are subject to the discretion of AOT.

6  AVAILABILITY OF NAVIGATION AIDS

6.1  Visual Aids

6.1.1  Visual aids, markings, and lighting will be available in the movement area for aircraft operations except in the construction area (See Appendix A).

6.1.2  VOR checkpoints will be unavailable.

6.1.3  The Approach Lighting System of Runway 21 will be unserviceable due to RESA Runway 03 construction. However, if there might be any change, it will be promulgated by NOTAM.

6.1.4  The runway lighting system for RWY 03/21 will be serviceable.

6.1.5  PAPI for RWY 03/21 will be serviceable.

6.2  Non-Visual Aids

6.2.1  Approach and Landing of non-visual aids for RWY 03 will be available at all times during operational hours.

6.2.2  ILS/DME will be serviceable.

6.2.3  The DVOR/DME will be serviceable.

6.2.4  The NDB will be serviceable.

7  TRAFFIC REGULATION

7.1  Air Traffic Service is available 2300 - 1500 UTC

7.2  The taxi routes for arriving at and departing from the aerodrome will be advised by the air traffic control unit instructions.It is the duty of the pilot-in-command to maintain minimum clearance from the other aircraft adjacent to it in manoeuvring area.

7.3  All arriving aircraft shall backtrack on the Runway turn pad only when Runway 21 is in use as following condition:

7.3.1  Runway turn pad at the end of Runway 21 used only for aircraft with outer main gear wheel span (OMGWS) less than 9 meter.

9  This AIRAC AIP Supplement supersedes AIRAC AIP Supplement A19/24 and will remain current until 31 December 2025 at 2259 UTC. Any changes to this AIP Supplement will be promulgated by NOTAM.
