  OPERATIONAL TRIALS FOR SIMULTANEOUS INDEPENDENT PARALLEL APPROACHES
AT SUVARNABHUMI INTERNATIONAL AIRPORT

1  INTRODUCTION

This section supplements the following portion(s) of the AIP: AD

1  Operational trials for Simultaneous Independent Parallel Approaches will be conducted from 13 June 2024 to 14 September 2024 between 0700-1100 UTC daily to optimize the runway utilization and enhance the air traffic efficiency at Suvarnabhumi Airport. The duration of the operational trials for simultaneous independent parallel approaches may be extended to continue beyond 14 September 2024.

2  PROCEDURES FOR SIMULTANEOUS INDEPENDENT PARALLEL APPROACHES

2.1  To ensure safe operations between aircraft on the parallel approaches, Normal Operating Zones (NOZ) are established for each extended runway centreline and a No Transgression Zone (NTZ) is established between the NOZs.

2.2  Applicable instrument approach procedures for Simultaneous Independent Parallel Approaches at Suvarnabhumi International Airport are as follows.

2.3  RNP approach procedures.

  1. RNP APCH (LNAV) procedures are NOT authorized during simultaneous operations.

  2. Use of Flight Director (FD) or Autopilot (AP) providing RNP track guidance required during simultaneous operations.

2.4  During the trial operating period, ATC will vector arriving flights into Suvarnabhumi International Airport from the last waypoint of the respective STARs to the respective NOZs.

2.5  Within the NOZ, ATC shall provide a minimum vertical separation of 1000 feet or 3 NM surveillance separation shall be provided between pairs of aircraft until both aircraft are established on the ILS localizer course or RNP final approach course.

2.6  All approaches will be monitored by a Flight Monitoring Controller (FMC) to ensure that, when 1000 feet separation and 3-mile radar separation are reduced, arriving aircraft do not penetrate NTZ towards another aircraft on the adjacent ILS localizer course or RNP final approach course.

2.7  Each pair of parallel approaches has a "high side" and a "low side" to be used to provide vertical separation until the aircraft are both established inbound on their respective instrument approach procedures. The flights need to be established at the "high side"/"low side" altitude before receiving vectors for the ILS localizer course or RNP final approach course.

2.8  Aircraft can expect the following radiotelephony phraseologies:

  1. Radar vector to intercept and follow the ILS localizer course or RNP final approach course.
    “TURN LEFT (RIGHT) HEADING (three digits) DESCEND AND MAINTAIN (altitude), REPORT ESTABLISHED ON THE LOCALIZER (or FINAL APPROACH COURSE) RUNWAY (number)”

  2. Radar vector to intercept and clear for the ILS approach or RNP approach
    “TURN LEFT (RIGHT) HEADING (three digits) DESCEND AND MAINTAIN (altitude), CLEARED FOR ILS z APPROACH (or RNP APPROACH) RUNWAY (number)”

3  BREAK OUT MANEUVER

3.1  When an aircraft is observed to deviate from the ILS localizer course or RNP final approach course towards the NTZ, and remain in NOZ, ATC will instruct the aircraft to return immediately to the correct ILS localizer course or RNP final approach course with the following phraseology:
“OBSERVING YOU ARE LEFT (or RIGHT) OF THE LOCALIZER (or FINAL APPROACH COURSE), TURN RIGHT (or LEFT) IMMEDIATELY AND REJOIN THE LOCALIZER (or FINAL APPROACH COURSE)”

3.2  When ATC observed aircraft to be penetrating or will penetrate the NTZ:

  1. Firstly, ATC will instruct the aircraft on the adjacent ILS localizer course or RNP final approach course to alter course to avoid the deviating aircraft with the following phraseology:
    “TRAFFIC ALERT, TURN RIGHT (or LEFT) IMMEDIATELY HEADING (degrees), CLIMB AND MAINTAIN (altitude) TO AVOID TRAFFIC”

  2. Secondly, ATC will instruct the deviating aircraft to turn away from NTZ immediately for avoidance action, with the following phraseology:
    “YOU HAVE CROSSED THE LOCALIZER (or FINAL APPROACH COURSE), TURN RIGHT (or LEFT) IMMEDIATELY HEADING (three digits), CLIMB AND MAINTAIN (altitude) TO AVOID TRAFFIC”
    Or
    “TURN RIGHT (or LEFT) IMMEDIATELY HEADING (three digits), CLIMB AND MAINTAIN (altitude) TO AVOID TRAFFIC”

3.3  No heading instruction will be issued when aircraft is below 400 feet the threshold elevation.

4  PILOT NOTIFICATION AND CONDITIONS FOR OPERATIONS

4.1  Operations of Simultaneous Independent Parallel Approaches to parallel runways and expected instrument approaches will be broadcast on Arrival ATIS (133.6 MHz) during an active period.

4.2  The operational trial may be suspended in the event of adverse weather conditions, potentially causing a missed approach, or any other conditions that affect the safe conduct of Simultaneous Independent Parallel Approaches to parallel runways.
