  THE CONSTRUCTION OF RUNWAY END SAFETY AREA (RESA) AND REINSTALLATION OF APPROACH LIGHTING SYSTEM OF RUNWAY 03/21 AT MAE FAH LUANG-CHIANG RAI INTERNATIONAL AIRPORT (VTCT)

1  INTRODUCTION

This section supplements the following portion(s) of the AIP: AD

1  With effect from 26 January 2023 at 0100 UTC to 29 November 2023 at 2259 UTC, the purpose of this AIP Supplement is to inform all concerned of the airport construction programme at Mae Fah Luang-Chiang Rai International Airport. The construction programme includes the construction of 240 m RESA and reinstallation of approach lighting system at each end of runway.

2  OPERATIONAL RESTRICTIONS

2.1   Phase 1: The construction of RESA Runway 21

2.1.1  The approach lighting system of Runway 03 (Including sequenced flashing lights) will be unserviceable.

2.1.2  Stopway and stopway lights of Runway 21 will be unavailable all phases of the construction. The declared distances for the remaining portion of RWY03/21 are as follows:

2.2  Phase 2: The construction of RESA Runway 03

2.2.1  The Localizer of Runway 03 will be unserviceable, but the glide slope of RWY 03 remains operational. The instrument approach procedures of Runway 03 will be changed to a non-precision approach.

2.2.2  The approach lighting system of Runway 21 will be unserviceable.

2.2.3  Stopway and stopway lights of Runway 03 will be unavailable. The declared distances for the remaining portion of RWY03/21 are as follows:

4  AVAILABILITY OF NAVIGATION AIDS

4.1  Visual Aids

4.1.1  Visual aids, markings and lightings for the movement area will be available except stopway lights will be unserviceable during construction.

4.1.2  The approach lighting system of RWY 21 will be serviceable during a construction phase 1 whilst the approach lighting system of RWY 03 is unserviceable.

4.1.3  The approach lighting system of RWY 03 will be serviceable during a construction phase 2 whilst the approach lighting system of RWY 21 is unserviceable.

4.1.4  The runway lighting system for RWY 03/21 will be serviceable.

4.2  Non- Visual Aids

4.2.1  The Glideslope of runway 03 will be serviceable.

4.2.2  The Localizer of runway 03 will be unserviceable until further notice by NOTAM.

4.2.3  The DVOR/DME will be serviceable.

4.2.4  The NDB will be serviceable.

4.3  Any changes to the availability of navigation aids will be promulgated by NOTAM.

5  PRECAUTIONS

5.1  Mae Fah Luang-Chiang Rai International Airport cannot be used as an alternate aerodrome and emergency for any flights operating during those periods.

5.2  This AIP Supplement applies the runway closure period as same as that of AIP SUP A15/22-28 JUL 2022.
