  REVISED THE CONSTRUCTION OF NEW TAXIWAYS AT MAE FAH LUANG-CHIANG RAI INTERNATIONAL AIRPORT

1  INTRODUCTION

This section supplements the following portion(s) of the AIP: AD

1  With effect from 15 August 2021 at 1501 UTC to 5 June 2023 at 2259 UTC, the purpose of this AIP Supplement is to inform all concerned of the airport upgrading programme at Mae Fah Luang-Chiang Rai International Airport.

The upgrading programme includes the surface maintenance of existing taxiways, apron taxilane, and the construction of a new parallel taxiway and other linking taxiways.

2  CLOSURE OF MOVEMENT AREA

2.1  Runway 03/21 will be closed due to the airport upgrading programme; daily period closure is 1501 - 2259 UTC start from 15 August 2021 to 5 June 2023. Therefore, Mae Fah Luang-Chiang Rai International Airport can not be used as an alternate aerodrome for any flights operating during those periods.

2.2  The Runway 03/21 closure program may be revised in the event of forecast or actual adverse weather conditions or other extenuating circumstances.

2.3  This AIP Supplement and relevant charts will be applicable during the whole period pertaining to the surface maintenance of existing taxiways, apron taxilane, and the construction of a new parallel taxiway and other linking taxiways.

2.4  The construction area will be blocked off by barricades painted in an alternate band of red and white, the barricades will be lighted by omni-directional fixed red lights at night and during limited visibility condition.

2.5  Any revision to the closure program will be promulgated by NOTAM.

3  PRECAUTIONS

3.1  PAPI on the right side of runway 21 will be unserviceable.

3.2  All aircraft operators operating during these periods should plan to reschedule the flight operations in accordance with slot allocation.

3.3  All aircraft operators operating during these periods shall strictly comply with the local procedures and instructions of air traffic control unit.

3.4  All construction equipment will be kept clear when runway 03/21 is operational.

3.5  Any additional/ad hoc conditions that might arise during this period are subject to the discretion of AOT.

4  WORKS SCHEDULE AND CONSTRUCTION PHASES

4  The works schedule pertains to the surface maintenance of existing taxiways, apron taxilane, and the construction of a new parallel taxiway and other linking taxiways is divided into 3 phases as following:

5  AVAILABILITY OF NAVIGATION AIDS

5.1  Visual Aids

5.1.1  Visual aids, markings and lightings will be available for the movement area which are opened available to aircraft operations.

5.1.2  The approach lighting system for RWY 03 will be serviceable.

5.1.3  The runway lighting system for RWY 03/21 will be serviceable.

5.1.4  PAPI on the left side of RWY 21 will be serviceable.

5.2  Non- Visual Aids

5.2.1  Approach and landing non-visual aids for RWY 03 will be available at all times during operational hours.

5.2.2  The ILS will be serviceable.

5.2.3  The DVOR/DME will be serviceable.

5.2.4  The NDB will be serviceable.

6  TRAFFIC REGULATION

6  The taxi routes for arrival in and out of the aerodrome will be advised by the air traffic control unit instructions. It is though the duty of pilot-in-command to maintain minimum clearance from the other aircraft adjacent to it on manoeuvring area.
