  COLLECTION METHODS OF ADVANCE PASSENGER PROCESSING SYSTEM (APPS) FEE FOR THE AIRPORTS UNDER THE DEPARTMENT OF AIRPORTS SINCE 1 DECEMBER 2016

In accordance with the Regulations of Civil Aviation Board No. 87: Advance Passenger Processing System no. 2 (1) indicating that owner or operator of a Licensed Aerodrome is required to provide Advance Passenger Processing System (APPS) to process advance information of passengers and crew electronically; in cooperation with No. 5 of the Department of Airports Notification on Payment for the Advance Passenger Processing System (APPS) Fee, B.E. 2559 (2016), effective on 28 October 2016.
Department of Airports (DOA) specifies procedures for APPS fee collection for international passengers who travel to/from DOA airports as follows:

  RESPONSIBLE PERSON TO PAY APPS FEE

Every international passenger utilizing Krabi Airport (KBV) and Surat Thani Airport (URT) is obliged to pay APPS fee.

   RESPONSIBLE PERSON TO COLLECT APPS FEE

Aircraft owner or aircraft registrant or air operator (airline or its representative) is responsible for collecting APPS fee from passengers in the manner that APPS fee is included in the air ticket price or in other documents which show the expenses to be paid by the passengers. APPS fee amount then has to be submitted to owner or operator of a Licensed Aerodrome (hereinafter called “DOA”).
In case the aircraft owner or aircraft registrant or air operator who does not have a place of residence in Thailand, the aircraft commander will be a responsible person to collect and submit APPS fee to DOA.

  COLLECTION METHODS AND APPS FEE REMITTANCE TIMEFRAME

From 1 December 2016 onwards, all airlines or airline representatives are required to collect APPS fee from international passengers who travel to/from DOA airports, for which the fee has already been included in air ticket or any other equivalent methods. The fee collected from passengers is to be remitted to DOA prior to aircraft arrival or departure.

However, exceptional cases that the fee must be submitted to DOA within the fifteenth (15th) of each month are as follows:

A holder of an Air Operator Certificate with a principal place of business or a permanent residence in Thailand or;
A Foreign Air Operator providing scheduled services, or charter flights with permission to operate during certain periods (program charter) and with an office located in Thailand or with representatives responsible for collecting and delivering the APPS fee in Thailand.

  REQUIRED DOCUMENTS FOR THE REMITTANCE OF APPS FEE

Airline or its representative shall prepare and submit international passenger manifest duly signed by an authorized person or representative together with company seal (if any) to DOA. Airline or its representative shall provide DOA with the list of authorized person and the samples of their respective signatures prior to the submission of the airline’s passenger manifests within the next day after the respective flight dates.
All passenger manifests; including international arrival passenger manifest which clearly stipulates the detail and the number of passengers arriving into Thailand as well as transit/transfer passengers of the flight; and international departure passenger manifest which stipulates the detail and the number of passenger departing Thailand including CIQ passengers of the flight; shall be submitted to the Finance Unit of respective DOA airport within the next day after the respective flight dates.
Monthly confirmation of the number of passengers between the airline or its representative and DOA shall be done within the fifth (5th) of each following month. Each respective airport shall issue and submit the invoice to notify the airline or its representative, within the tenth (10th) of the same month, that they shall remit the APPS fee within the fifteenth (15th) of such month.

  RESPONSIBILITIES

In case an airline or its representative is unable to remit APPS fee within the term stipulated by DOA, the airline or its representative is liable to the outstanding balance together with the penalty at the rate of eighteen percent (18%) per year. The penalty rate is calculated on a daily basis on the outstanding balance until the remittance of the outstanding balance is completed.

In case an airline or its representative fails to remit or does not remit the full amount of APPS fee, the airline or its representative shall manage to pay APPS fee in cash on a flight basis before departure of the aircraft at airport of departure, airport of destination or intermediate airport. The airline shall give consent to the DOA which shall have a lien upon the airline’s aircraft in possession of DOA or a right to impede the flight of such aircraft until the remittance of the outstanding balance is completed. The airline shall also acquiesce that DOA will not be charged for any damages occurred and the airline cannot make acquittal claim at all events.

  REMITTANCE METHODS

Airline or its representative may choose how to remit APPS fee per the following methods:

By cash payment at the Finance Unit of each representative DOA airport (KBV or URT as the case may be).
By bank cheque; dated according to the invoice due date or the cheque submission date; crossed with A/C Payee only to “Ministry of Finance via the Krabi Provincial Office of the Comptroller General” or “Ministry of Finance via the Surat Thani Provincial Office of the Comptroller General”, as the case may be. Such cheque must be redeemable according to normal practices of commercial banks and financial institutions in the province where the respective DOA airport is located.

DOA airports shall issue the receipt; duly signed by the Director of the respective DOA airport or authorized person.

  VALIDITY

This AIC will remain current until 31 December 2021.
